Please understand that when a driver is placed out of service for violating the elp (english language proficiency) it is TEMPORARY. Often times when an officer leaves, they resume driving. They do not lose their cdl or ability to operate. a tactic to keep the loads moving. THEY know if they have a NON English speaking driver to place a better speaking one with them. That way the truck keeps moving. This is why Connors Law, in conjunction with Dalilah Law is imperative.
